摘要:
选择宅基地流转实践开始较早的发达地区——苏州市为研究对象，分析其宅基地退出与宅基地出租2种流转类型的现状实质，并通过解读宅基地退出与宅基地出租在宏观背景转变下的调整实践，提出在新型城镇化背景下宅基地流转形式将日益多元，流转实践的核心目标是构建新型城乡关系、提升农民利益。但当前苏州在政策制度、市场平台以及利益分配等方面未能对宏观背景的转变作出响应，导致宅基地流转陷入与目标相偏离的困境。基于此，本文从完善顶层设计、建设市场平台、健全分配机制等方面提出相应对策，以期促进苏州新型城镇化的发展，同时为其他地区宅基地流转提供参考与借鉴。
