摘要:
对国外水产品可追溯技术的强制性要求的认识,以及国内水产品质量安全事件的发生,正引起我国政府、企业和消费者对可追溯水产品的广泛关注和重视。通过对水产品质量安全相关法律法规和标准体系、水产品监管部门设置与运行以及水产品质量安全可追溯技术应用情况的现状分析,进一步从这3个角度对我国水产品质量安全可追溯存在的问题进行考察。可以发现,目前我国存在水产品质量可追溯的法律法规和标准体系依然严重缺失、监管部门分工不明确的多头管理现象,水产品可追溯技术体系开发和应用落后、技术平台分散而不统一。要进一步完善我国水产品质量安全可追溯治理,可以从3个角度开展工作:第一,要建立统一的水产品可追溯法律法规和标准体系;第二,政府管理部门要明确权属、合理分工,建立合理的水产品质量安全可追溯治理结构;第三,国家要建立统一的可追溯技术平台并且推广实施。
