摘要:

随着生态环境问题日益突出以及人们的生态环境保护意识逐步增强，如何在经济发展过程中进行合理的生态补偿从而提升发展质量是人们一直以来追求的目标。公益林强大的正外部性产生的价值难以准确地进行经济衡量，因此在梳理我国公益林生态补偿现状与问题的同时，应结合国外先例的经验总结，最大程度地提出符合各方利益的公益林生态补偿机制架构，划清政府和市场的职责界限，形成公益林生态补偿造血机能与自我发展机制。
