摘要:
本研究从上下级政府在扶贫资金运用策略关注的内在因素出发，设定决策双方不同的决策背景，探析不同情况下的决策平衡点及其平衡条件，试图找出决策行为主体行为倾向的内在动因，并在此基础上模拟决策双方在平衡点附近的决策趋势。
