南京市政策性农业保险现状调查与机制创新-《江苏农业科学》

摘要:: 通过对南京市政策性农业保险实施情况的调查，分析政策设计与现实的差距、经营主体间的冲突、实际操作中的困难、农户投保意愿及保险边界定位等5个方面存在的问题。建议进一步明确农民受益主体、基层政府服务主体与保险公司行动主体的定位；以发展与农业现代化相契合的特色农业保险、建立农业灾害预防与补偿的均衡机制、实现政策性险和商业性险良性互动为南京市政策性农业保险的发展方向；构建与之配套的服务网络、专家库以及“智慧农险”平台。
