摘要:
《生态保护红线划定指南》(简称《指南》)发布后，在统一标准下，各省(市、区)红线划定方法却出现了不同程度的差异性，具体体现在红线分类分区、划分方式的地域分布、管控区分类分级、图纸成果表达等方面。各省(市、区)红线划定方法的差异性阻碍了全国范围内红线的拼合，同时引发了后续管理上的诸多争议。通过分类比较，对差异性的表现形式进行列表，通过差异性的特征比较，提出“正面差异”和“负面差异”的概念；通过深入剖析差异性的形成原因，从限定《指南》刚性指标、建立跨部门与跨区域交流机制、科学完善管理制度3个方面提出具体建议，进而保障一张蓝图目标的实现。
