摘要:
分析了农民工居住问题和农村闲置土地问题，在借鉴国内外解决农民工住房问题的理论和实践经验基础上，结合我国各地正在实施的公共租赁住房制度和“增减挂钩”政策，创新性地设计出农民工住房券机制。
