摘要:
在全面推行国库集中支付制度下，农业科研经费的管理面临很多挑战。在分析农业科研经费管理存在问题及原因的基础上，提出加强科研人员财务管理的培训力度，增强财务人员预算编制的参与度，探索科研经费预算动态监管体系等政策建议。
