摘要:
精准扶贫是现阶段我国脱贫攻坚工作的基本方略。在广大乡村贫困地区的旅游扶贫实践中，必须贯彻落实精准扶贫理念，实现“扶真贫”和“真扶贫”的精准脱贫目标。乡村旅游精准扶贫是一个动态发展、不断反馈、开放运行的有机系统，其工作进程由确认精准扶贫识别对象、确定精准扶贫帮扶措施、确立精准扶贫管理机制3个依序进行的实施环节所构成。精准扶贫识别是将适合进行旅游扶贫的贫困村和贫困户精准地识别出来，精准扶贫帮扶包括针对贫困村的规划帮扶、招商帮扶、建设帮扶、运营帮扶、针对贫困户旅游扶贫参与意愿、能力、机会的帮扶，精准扶贫管理涵盖扶贫目标信息管理、扶贫资金投放管理、扶贫项目实施管理、扶贫主体协调管理和扶贫成效考核管理。
