摘要:
运用包含技术非效率模型的随机生产边界，以内蒙古灌区实地调研的326个农户玉米生产的数据为基础，对灌溉管理改革区和非改革区的农业生产效率进行了研究，定量分析了灌溉管理改革对农业技术效率产生的影响。结果表明，虽然改革地区农户在玉米生产中的技术效率高于非改革地区，但差额比较小，而且模型显示，灌溉管理改革对农业生产技术效率的影响没有通过显著性检验。从总体上说，尽管灌溉管理改革取得了一些效果，但改革地区的农户并没有比非改革地区的农户表现出更高的技术效率。
