摘要:
对我国作物种业国际竞争力进行评价，有助于明确我国种业发展的优势与短板，为前瞻性规划种业布局提供参考。本研究将种业国际竞争力的影响因素归结为科技创新力和产业竞争力，据此构建指标体系，对我国种业国际竞争力进行评价。结果显示，我国国际种业竞争力综合指数仅次于美国，显示出较强的综合实力，其中科技创新力指数居第2位，产业竞争力指数位列第5，科技竞争优势优于产业竞争优势。根据以上结论提出，应进一步提升我国种子企业的创新主体地位，以企业的高质量发展带动种子产业的发展；通过完善生物技术及产品的监管政策，为生物技术育种产业化提供法律保障和制度保障，将科技优势转化为产业优势；进一步提升种业原始创新能力，财政资金向基础性、公益性和原始创新性研究方向倾斜等对策建议。
