摘要:
科技创新是提高社会生产力和综合国力的战略支撑。实施创新驱动发展战略、加强科技支撑、提升农村创新能力是新形势下天津农村可持续发展的迫切要求。在界定农村创新能力的概念、分析其构成要素的基础上，从农村创新投入能力、农村创新环境的支撑能力、农村创新产出能力视角出发，研究科技对天津农村创新能力提升的推动作用，总结科技推动天津农村创新能力建设取得的成效和存在问题，探寻科技推动天津农村创新能力提升的战略路径，并提出相应的对策建议。
