摘要:
农业土地流转的效果、过程、存在的问题及规避方法，是研究新型城镇化进程中农业发展的重要基础。通过对国内外相关研究成果的整合，构建了一套农业土地流转模型。在理论模型论证环节，以融合式的分析方法，构建了“被动式” “主动式”的土地流转模型，并给出了对应的理论解。模型论证结果表明，每个地区农业土地流转的上下限都存在差异，受各地不同的农业产业投入要素的生产效率影响。东北三省(黑龙江、吉林、辽宁)的土地流转比例区间高于其他地区，其他地区受制于差异化的农业生产条件，土地流转比例会适度降低。土地流转后农业产值及人均收入均取得了显著性的提升。因此，在农业土地流转过程中，应该尽可能实行差异化的农业土地流转，而不是一刀切的农业土地流转。以每个区域的农业生产要素特征来决定该区域的农业土地流转，防止恶意侵占农业土地变作他用。
