摘要:
国家农业科技计划绩效评价不能孤立地就计划评计划，而应从系统化的角度来整体看待。TRIZ理论的“九屏幕法”理论提供了一个强调系统思考问题的创新思维方法，把其引入国家农业科技计划绩效评价中是一种新尝试。我国农业科技计划绩效评价体系应围绕结果评价、管理评价、创新效率评价等内容进行设计，并在评价导向上突出以下2点：一是应把科技对生态环境、农村社会环境的破坏等作为隐性投入计入总投入之中；二是应对农村社会公平问题给予更多关注，让广大农民群体享有科技成果。
