摘要:
在已有研究的基础上将农民工创业细分为创业意愿和创业行为2个相互衔接的过程，基于江苏省308位农民工的问卷调查，实证研究创业政策认知对新生代农民工创业的影响。结果表明，新生代农民工创业以被动式替代型为主，内在创业动力不足；农民工对创业政策的认知处于较低水平，创业农民工并未充分获取创业政策资源；创业政策对农民工创业意愿向创业行为的转换起到推动作用，但对创业意愿的激发作用不显著；不同类型创业政策对农民工创业的影响存在明显差异，其中创业培训政策的影响最为突出。政府可以针对新生代农民工的创业特征和实际需求，制定复合型创业政策，既要有效激发农民工创业意愿，又能为具备创业意愿的农民工付诸创业行动提供支持和保障，积极探索农民工创业保险制度，努力营造人人想创业、人人能创业和人人敢创业的社会环境。
